The biggest problem with student evaluation of teaching is that the students have
no good way of evaluating the appropriatness of the material taught given the state
of the branch of science, or engineering, or whatever, to which the course pertains.
However, leaving this point out completely leads students to an arrogant attitude
that would give a very high rating to a course that taught irrelevant material
extremely well.  Therefore, I would suggest asking the students to rate the importance
and up-to-datedness of the course material just so that they will think about this
point.  However, the University and the teachers and other students should not
expect that that answer will be very useful.
